Turkish municipal company spent millions illegally, officials say

A company linked to the previous municipal administration in the eastern province of Van allegedly made nearly 53 million Turkish Liras in unlawful spending between 2004 and 2009, according to the current local government.
Following a full investigation of the company’s accounts, Van Municipality has alleged that its subsidiary, the Mavi Kent Company, unlawfully spent 52.8 million liras during the Justice and Development Party, or AKP’s, administration of the province.
The Ministry of Industry and Trade has reportedly begun a criminal investigation into the company’s board of trustees and members.
After the municipality passed from the AKP to the Peace and Democracy Party, or BDP, during the March 2009 local elections, the local administration investigated the accounts of Mavi Kent.
A committee of seven people, including three AKP assembly members, was formed and investigated more than 50,000 company documents over the course of a year.
A recently released 170-page report showed that Mavi Kent allegedly paid the personal expenses of several people, including then-Mayor Burhan Yenigün, and that the company allegedly paid several bills and accounts, but it is uncertain to whom and for what purposes.
The Lake Van Light House Association was allegedly given 12,000 liras in 2004 during the mayoralty of Muhittin Başak under the guise of a loan.
Meanwhile, a payment of 14,060 liras was allegedly made from the company’s coffers for clothing from a trendy boutique while a high-level committee was visiting the province. The investigating committee also found that two silk rugs worth 14,085 liras and objects worth 25,650 liras were allegedly given to statesmen from Tabriz, Iran.
A Toyota brand jeep worth 138,975 liras was allegedly bought from Tema Store in October, 2005, according to the report, while armored plating worth 272,000 liras was allegedly added to the vehicle afterwards by Best Group in Ankara.
