Age-old development dream may finally come true

The Filyos Project, planned during the reign of Sultan Abdulhamid II, the 34th Ottoman sultan who reigned between 1876 and 1909, may finally come true by the efforts of the Zonguldak Governor’s Office.
The Governor’s Office prepared a report about the Filyos Valley in the Çaycuma district of the Black Sea province of Zonguldak in which it suggests that the bid for the Sultan’s project should be opened in the first quarter of 2011.
The Filyos Project is ranked among Turkey’s biggest regional investments following the Southeastern Anatolia Project, or GAP. It foresees establishment of shipyards, steel factories, power plants, a port, cement and furniture-manufacturing facilities.
Filyos Valley is attractive to investors due to the port, industrial zones, dams and power plants that could be built soon. In addition to government and the Sultan’s plans, a great many entrepreneurs have fashioned their own suggestions into project.

Global trade, industry hub
The Sultan’s Filyos Project was part of the “Overall Production Report in Anatolia” and it provisioned establishing of an international trade and industry center. This hub would be situated around a port that was to be formed by virtue of canals to be opened through the mainland from the sea, in the same line with the Filyos Valley, allowing international ships to unload and reload there.
The Zonguldak Governor’s Office’s report has said that according to the plan privately owned properties and land in four regions of the valley have been expropriated by the Treasury’s Land Directorate, adding that as of last year, some 85 million Turkish Liras were transferred to the Governor’s Office to be spent on expropriating 5.5 million square meters.
The report also said the construction of the second part of Filyos Valley Flood Prevention Plan would be finished by June 2011, and that the companies that will take part as investors should be selected at once and the authorities should start allocating land for them.
The governor’s plan lists other items that need to be completed immediately. Among these are the construction of dams in the Filyos Valley for energy and flood prevention purposes, the completion of the Filyos Valley Flood Prevention Plan and allocation of funds for its completion, prioritization of the construction of a railway and a highway to connect the Filyos Port to the surrounding cities and regions, an immediate start to housing and surveying studies and acceleration of studies to supply fresh water to the region. The latter is seen as the biggest problem the region may face in the future.
The report also noted that the housing need that will appear after industrialization should be determined beforehand by the Turkish Housing Development Administration, or TOKİ, and the necessary precautions to prevent irregular urbanization should be taken.
